Justice for Argentina's deaf clergy abuse victims

AUG. 5, 2019. ARGENTINA. The first trial for the largest denunciation of sexual abuse in the Argentine Catholic Church began on Monday, August 5, in the province of Mendoza. Two priests of the Provolo Institute for deaf boys and girls and a former boarding school supervisor are the main accused of this first chapter of the case.

Priest Lorenzo threatens to prosecute journalists who give voice to their victims

AUGUST 28, 2019. ARGENTINA.
The lawyer Juan Pablo Gallego asked the Justice to order the arrest of the priest Eduardo Lorenzo, on whom weigh three complaints for sexual abuse and corruption of minors. Lorenzo was the confessor of Father Julio César Grassi, who is serving a 15-year prison sentence for the same crime. The priest Lorenzo and his lawyer Alfredo Gascón, denied the accusations and assured that they will initiate legal actions against the complainants.
For the complaint it was a threat, so he requested that his preventive detention be issued to preserve the victims of his intimidation. “We request the arrest of the priest Eduardo Lorenzo for being criminally responsible for aggravated sexual abuse, aggravated child corruption and coercive threats due to the plurality of victims,” said Gallego.

Cardinal George Pell loses appeal against child sex abuse convictions

AUG. 21, 2019. AUSTRALIA. Australia's most prominent Catholic figure, Cardinal George Pell, has been returned to prison to continue serving his six-year prison sentence for abusing two choirboys when he was archbishop of Melbourne in the 1990s.

As most of you know by now, Cardinal Pell of Australia, once the third most powerful prelate in the church, lost his appeal to overturn his conviction for child sexual abuse earlier this week. This decision was in no way guaranteed. Overturning Pell's conviction would have been a decisive setback for survivors and reform. Instead, the court's decision was truly a victory for survivors everywhere and a confirmation of the rule of law. The clergy abuse issue
has always been a showdown between constitutional law and church law. Basic human rights versus clerical privilege. There is absolutely no reason and excuse when it comes to child rape and institutional cover up that church law and civil law cannot be brought into alignment. And until they are this crisis will not be over. It's not over with Pell, either. He has one more appeal left to the Australian High Court and 28 days to file, which undoubtedly he will. Additionally, there are his
rights (privileges) to a Vatican trial. Unlike victims of sexual assault, he is afforded the full exercise of his rights under both "legal" systems.
Francis, who had appointed Pell as the Vatican's powerful Secretary for the Economy and one of his closest advisors, has indicated he has no intention of removing Pell from being a Cardinal, bishop or a priest anytime soon, if at all. He responded to the Pell ruling with a cryptic twitter message, which seems to give Pell and his supporters some papal oxygen--but as is customary with Francis who knows what it actually means. Once again, when the church is in the throws of the abuse crisis, the
pastor isn't in the pulpit. Pell was convicted by a jury of his peers--his real peers, not his fellow Cardinals, bishops, or priests. 12 fellow citizens found him guilty beyond a reasonable doubt in a trial where the wealthy and famous Cardinal hired that country's most expensive and seasoned legal defense team. That verdict has been upheld. What more cover does Francis need?
The Vatican said it will open its own investigation. Many if not most of his colleagues at the Vatican probably believe Pell is innocent. Without some genuine demonstration of transparency, the investigation and trial, if there ever is one, will be encased in secrecy, and the results will likely be divisive. After Francis finally removed Washington DC Cardinal McCarrick from the priesthood after decades of abuse--a decision for which he had little choice because it was impossible even for him to
justify not doing it--it's hard to imagine Pell can remain one himself. This would be the ultimate punishment for Pell because of the clerical universe he lives in. It is something that should have occurred with his conviction. Being a priest is everything to Pell. He needs to be permanently removed from the priesthood, as must any cleric who uses the priesthood to commit criminal acts against children. Around the globe this is not church law or mandatory practice. There is still no
universal church law for zero tolerance of child rape and sexual assault.
Like McCarrick, when Pell gets out of prison he will still be taken care of by the church and he has abundant personal resources. He will have a very comfortable and safe place to live out his days with full health care. How many victims are provided this kind of lifetime guarantee? Still, that bishops Cardinals and bishops who are child molesters might (and it's a big "might") be removed from the priesthood is a big line to have crossed. It has taken
decades of revelations of abuse and cover up from around the world by thousands of survivors to even make this a possibility. That's progress, at least in church time. But only in church time. The final tipping point with the abuse issue, as we all know, concerns the cover up of these crimes and dismantling the vast system of hierarchical protection of abusers and abuse.
Catholics reject this system but don't know what to do about it other than leave or withhold donations. In a recent nationwide survey by the Pew Foundation, 70 percent of Catholics in the US believe that clerical abuse is an ongoing problem and not a thing of the past that has been dealt with by the hierarchy. Every effort by the bishops and the Vatican to push a contrary narrative has utterly failed. This message has still not reached them. They still think they can change things without
changing themselves. But the majority of Catholics across the political, theological and culture divides agree, which tells you something.

New Pew Research Center Survey
* Americans See Catholic Clergy Sex Abuse as an Ongoing Problem *

A new Pew Research Center survey finds that about nine-in-ten U.S. adults – including 95% of Catholics – have heard at least “a little” about recent reports of sexual abuse and misconduct by Catholic priests and bishops, including a clear majority who say they have heard “a lot.” And, overall, about eight-in-ten U.S. adults say the recent reports of sexual abuse and misconduct by Catholic priests and bishops reflect “ongoing problems that are still happening” in
the church. Far fewer (12%) think the recent reports reflect “things that happened in the past and mostly don’t happen anymore.”

"The National Secretary of the largest party in India (BJP) has agreed to take up the Jesuit abuse issue in India and represent on our behalf with the Govt. of India. The National Secretarys' office is likely to send an official communique to the Jesuit Curia in Rome and based on their response a suitable action plan will be firmed up. JULY, 2019. UGANDA.

On July 10 through July 24, Denise Buchanan and Tim Law traveled and spent time in Uganda. This was Tim's 13th trip to Uganda in 21 years and it was Denise's first trip.
Our goals were to meet and support Janet Aguti and her Totya Platform team; to observe the gathering of the 1000 bishops of Africa who came for a conference in Kampala, Uganda during the week of July 21; to meet with the Sisters of the Daughters of Mary-Uganda and the children they serve; and to
continue to learn and understand the situation in Uganda and Sub Sahara Africa concerning sexual violence against children and young people and the role of the Catholic Church in this story.
With the help of ECA, a remarkable young Uganda survivor of family sexual abuse, Janet Aguti, has formed the Totya Platform that educates and provides support to survivors of sexual violence. ECA has assisted the Totya Platform in setting up a hotline for the public to call and report abuse, to support
a media campaign via radio, TV and social media educating the public about sexual violence, and to provide counselling and other services to those requesting help.
On July 16, ECA and Totya Platform sponsored a community forum. The purpose was to offer the public the opportunity to hear from an expert panel on the issues surrounding sexual violence and to allow questions and interaction with the public. Denise was a panel member and she brought her perspective as
a survivor of clergy sexual abuse.
I was surprised by the numbers who attended, about 50, and the openness in which people were willing to talk about sexual abuse, where it occurs, and acknowledging that abuse occurs in the churches also. I wondered if such a discussion was possible even 3 years ago in Uganda. Like the
rest of the world this once taboo topic is now being discussed in the public square and we can thank all the activism especially from survivors around the world in recent years for this development.
The event was covered by the press and was part of the Uganda national news coverage that evening. Congratulations to Janet and her team.
During our visit Denise and I had some very revealing conversations with the sisters and some young people who report the near 100% occurrence of sexual abuse of children and young girls, occurring primarily in the homes and schools but the churches as well.
The political situation in Africa does not permit the direct challenge to the Church on this issue currently. The suppression by the church supported by the government and the willingness of the people to give the church the benefit of the doubt makes it very difficult for stories of abuse to come out
or for the people to believe there is a systemic cover up by their beloved clergy. But this will change as groups like Janet’s are giving the people the opportunity to speak up.
On July 21, Denise, myself and my friend, Sr. Justine, attended a mass at the Kampala Cathedral, the largest and most important church in Uganda, where the 1000 bishops gathered and attended by the President of Uganda, Yoweri Museveni. Museveni like most African leaders is very corrupt and vicious
towards anyone threatening his power. He has corrupted the Catholic clergy by giving them millions of dollars in gifts and favors. There is a strong symbiotic relationship between the Ugandan church hierarchy, the president and this government, each supporting and protecting the other’s interests.
Uganda is a key country to Catholicism in Africa. Africa is the fastest growing area of Catholicism in the world and Ugandan Catholics form the largest religious group in Uganda. A shrine called the Shrine of the Ugandan Martyrs in Kampala receives 1 to 3 million visitors on June 3rd each
year from all over Africa to worship the Feast of the Ugandan Martyrs, who were 22 young men killed for their faith by the king of Uganda in the 1880’s. It is a national holiday in Uganda and Museveni has poured millions of dollars to upgrade the shrine to capitalize on the religious tourism and further corrupting the church hierarchy who gladly receive his money. In the past 50 years three popes have visited this shrine revealing how important Uganda and Africa is to the
Church.
Uganda and Africa present us with unique and daunting challenges but so we thought in the US, Europe, Australia not so long ago. The stories will come out, the secrets will be told, and the truth will have its day.
ECA will continue to support Janet and the Totya Platform and we hope to travel there again in the next year or two.

The Canadian Conference of Catholic Bishops (CCCB) will hold its annual Plenary Assembly at the Nav Centre in Cornwall, Ontario, from September 24-28, 2018. The Plenary Assembly is a gathering of 90 Bishops from across the country.
Survivors will gather to:
-- Call on true zero tolerance in the Canadian Catholic church
-- Demand that Canadian bishops write zero tolerance into church law and practice.
-- Call on Canadian bishops to immediately remove all known sex offenders from ministry and publicly identify them.
-- Insist on transparency, calling on Canadian church leaders to release their secret abuse files.
-- Call on Canadian victims to come forward, seek help from their fellow survivors, and continue to demand justice.
